The Spire is a truly terrifying place to be. The small shack that exists on top as a watchpost is very precariously perched, and it often lurches in the high winds that the Spire seems to draw towards itself. This is no place for the faint of heart and the off-duty, as if you have no reason to be here, then you're not here. Only those that are needed are even let close to the Spire's outpost, and this is mainly out of safety precautions. Candidates and weyrbrats are not allowed inside unless without express permission from somebody pretty high up, like a wingleader.
